The San Antonio Chamber of Commerce commends Chairman Huberty, Speaker Bonnen, and House Public Education Committee members for crafting a comprehensive plan that updates how Texas funds public schools and also provides meaningful property tax relief. House Bill 3 invests in students and teachers, puts more money into the classroom, and proposes a uniform approach to reducing recapture. This legislation demonstrates the State’s commitment to priorities the Chamber has championed for many years, such as funding for full-day Pre-K, equity in funding for underserved students, expanding CTE opportunities to middle schools, and teacher compensation. The business community is keenly aware that the public education system needs the resources and flexibility to cultivate the next generation of workforce talent for the good of our businesses and for our State.
Successful cooperation between both chambers is critical for the long-term goal of preparing young people to be the leaders, innovators, and entrepreneurs that will continue to drive Texas’ great economic success well into the future. This is a promising first-step in what will undoubtedly be a complex negotiating process with the Senate.
The Chamber will continue to engage our State elected leaders in both the House and Senate and advocate for passage of legislation that reflects the comprehensive elements of HB3.
