San Antonio City Manager Erik Walsh and Deputy City Manager Maria Villagómez briefed the San Antonio Chamber of Commerce on the FY 2022 Trial Budget, projected at $2.9 Billion. Critical updates for the Five-Year Forecast include: 
  • San Antonio’s economy continues to improve, but uncertainty on pace of recovery remains. 
  • Sales tax revenue has performed better than projected at mid-year budget review. 
  • Hotel Occupancy Tax (HOT) collections have improved since mid-year review. 
  • General Fund position has improved since Forecast presentation in May. 
Walsh and Villagomez also presented the City’s plan for allocating federal recovery funding made available by the American Rescue Plan Act of 2021.  The Recovery Fund Strategy is 3-pronged, centering on: 
  • Financial Stability 
  • Revenue Loss Recovery 
  • Immediate Community 
The strategy includes a phased approach. Phase 1 will be focused on the stabilization of the City’s current budget and immediate community needs in the FY 2022 proposed budget. Phase 2 would be focused on leveraging funding and community priorities after budget adoption.   Walsh and Villagómez presented plans to allocate $30 million to Emergency Response, Transportation and Mobility, 311/Open Records/Broadband Support/Security, EMS Enhancements, Affordable Housing, Homelessness, and Public Health.  Next Steps for COSA Budget:
